I've solved the problem. The description on the Singular pages of how to install Singular under Fink says:
1.Start your Fink Commander
2. Select in the preferences: under Fink: use packages from unstable
3. After updating the package list, there should appear "singular 3.0.0" and "singular-doc 3.0.0" as packages
What I failed to realize is that after step 1, it is necessary to run the command "fink selfupdate" --- it's not enough to update the package list.
To be more precise, after step 1, run "fink selfupdate", "fink index", and "fink scanpackages" (either from Fink Commander or from the command line). Then the two Singular packages appear as they should in Fink Commander's package list and can be installed.
