It is just the same kind of error message I have had
while I was installing Singular under WindowsNT
(which is similar to Windows2000, as far as I know).
The way I have solved the problem is the following:
Singular creates, during the installation process,
two system variables with names EMACS and ESINGULAR_EMACS
with the same value, but the value of the 2nd one is false.
Just remove the variable ESINGULAR_EMACS and Singular
should work. I think that not even the other one is
necessary, but it may depend on what happens during the
installation ...
I do not know exactly what the right value of
ESINGULAR_EMACS should actually be.
By the way:
(1) You should include in the PATH the directories
/Program Files/Singular/bin, and probably also
/Program Files/Singular/usr/local/bin and
/Program Files/Singular/usr/bin.
(2) You should create a system variable HOME whose
values is the default directory from where you wish
to call Singular when clickin the desktop icon.
This is important if you have a directory where you
save your personal singular files and you do not
want to write too much when loading them.
However, this depends on how you call Singular ...
