Procedure from library olga.lib (see olga_lib).
- Usage:
- isZeroFraction(frac), vector frac
- Purpose:
- determine if the vector frac represents zero
- Assume:
- frac is a valid fraction
- Return:
- int
- Note:
- returns 1, if frac == 0; 0 otherwise
